Yes this is a permanent issue but not a debilitating issue. This first satellite with L5 has an "antenna" issue affecting the L1/L2 signal and even turning off L5 will not fix this L1/L2 issue so it will exist until the satellite expires and is taken out of service.

At the moment there is no requirement to make it healthy anyway due to the over satellite population on line AND the 3 extra "older" satellites sitting in shadows (off line) which can be brought on line if and when required.

This satellite WILL come on line, this is not a case of IF but WHEN as even with the identified issue the satellite will still perform better than the signal specifications just not as good as the others which far excede the specifications.
